I wonder if these Personal Best Times are applicable for MerquryCity "World Records"? In Tricky it mattered some if you were racing alone or together (Knockdown at start), for instance.

I think "refresh every 2 weeks" means updated every 2 weeks, not cleared and redone...

just my guess though
